  • Thomas (TJ) Finley

    Lead Construction & Transportation Instructor

    Thomas (TJ) Finley joined Wyoming Contractors Association Regional Training Center in 2011. He teaches and develops training curricula that aim to be enjoyable as well as educational – and has the utmost fun doing it! TJ is a certified CDL Instructor/Tester, NCCER Heavy Equipment Instructor/Tester, WYDOT Heavy Equipment Instructor/Tester, Defense Driving/Skid Car Train the Trainer. Coming out of the Construction & Transportation industry, TJ graduated from Montana Vo-Tech and Embry Riddle University in 1980 with an associate’s degree in Maintenance Management, and an A&P Certification. For 35 Years he worked in the Construction and Transportation network as an operator, driver and management all over the North Western United States finishing up his career in Casper at Caterpillar. Teaching is something that TJ has always enjoyed doing. After high school, TJ was drafted and later volunteered to go into the military and spent time flying helicopters in South East Asia. After coming to WCARTC he restructured the curriculum and teaching techniques for the heavy equipment training. TJ is enjoying his years at the training center and is trying to give back some of the training he has received over the years.

  • Tony Nolasco

    CDL Instructor

    Tony Nolasco joined WCA/RTC in April 1st 2012 as a CDL instructor. He was a Pepsi Cola employee for the previous 25 years. Tonys’ duties included driving a commercial motor vehicle as well as management and sales of Pepsi products. Tony is also a Certified Culinarian and graduate of the Le Cordon Bleu Culinary School. Tony has utilized his culinary skills at the WCARTC as the Chef and manager of the schools’ cafeteria and he is also the Food Service Coordinator at Mountain View Baptist Church. Tony spends his free time as a volunteer for Fathers in the Field for young men without fathers in their lives. Tony has been with the WCA/RTC for over 3 years and enjoys every minute of it. Tonys’ additional certifications include being a proctor and instructor for SERV SAFE, TIPS, SKID CAR, National Safety Council Defensive Driving Course, and Specialized Oil and Gas Safety Courses.

  • Abel Ortiz

    Welding Instructor

    Abel Ortiz joined the Wyoming Contractors Association Regional Training Center team of Instructors in January of 2012. With many qualities such as a thirst for knowledge, patience, determination, understanding and perseverance, Abel has created a supportive learning environment in the WCA RTC Welding Lab where students have the ability to learn at their own speed and pursue their career aspirations. Abel believes in the WCA RTC mission and since starting in 2012, has also achieved teaching certifications in National Safety Council First Aid & CPR, Drilling Rig Floor Hand, Service Rig Operations, Specialized Safety Courses for the Oil and Gas Industry, and Commercial Driving instruction. Abel also has attended specialized welding courses and continues to enhance his teaching abilities in the welding craft. Abel is proud to be a part of the WCA RTC Team of Instructors and is looking forward to many more years of teaching and helping others achieve their career goals.
